Making an Information Disclosure

Do I need to make an Information Disclosure?

In order to decide whether you are required to make an Information Disclosure you should:

  • determine the extent of your organisation as it existed at 31st December 2008 and the electricity supplies for which your organisation was responsible
  • ascertain whether you had any half hourly electricity meters (HHM) settled on the half hourly market during the calendar year 2008 (the CRC qualification period for Phase 1) and
  • add together the electricity consumed across all the settled HHMs across your organisation during 2008
  • Add to this the electricity consumed across all of your non-settled HHMs during 2008.

There are four types of metering equipment that can be settled on the half hourly market. These are:

  • mandatory HHMs
  • voluntary HHMs
  • half-hourly light meters
  • pseudo HHMs

Some uses of electricity are excluded from CRC, for example consumption associated with domestic use and transport-related activities. Where half hourly electricity is consumed for these purposes it can be excluded from your calculation of your qualifying consumption. Details of excluded uses are given in the Government Response to the CRC draft order.

The total of your settled half hourly consumption and your non-settled half hourly consumption, minus any consumption for excluded uses = your qualifying consumption.

You must make a CRC Information Disclosure if:

  • your organisation had one or more settled half hourly electricity meters (HHM) settled on the half hourly (HH) market during 2008 and
  • during 2008, you consumed less than 6,000 Megawatt hours (MWh) of electricity through all your HHMs.

If your consumption was 6000MWh or more during 2008 you are required to participate in CRC and should register as a Participant . Please see the Do I qualify for CRC? webpage on our website for further information on qualification. All central government departments are required to register as participants in CRC, whether they meet the criteria or not. These are referred to as "mandated participants".

What information must my organisation disclose?

You must make your information disclosure via the CRC on-line registry. On the registration home page, you will be asked which type of registration you are making. If you meet the criteria shown above, you should select "make an information disclosure".

You will be asked to provide details about your organisation:

  • the type of organisation - whether you are a company, a public body, an organisation of individuals (such as partnership, charity, trust, partnership, trade union etc.), or an individual.
  • Your registered company number (if applicable) or registered name. The system will provide the registered address and standard industrial classification for economic activities (or 'SIC code'). If you are registering as a public body you will need its full name.
  • details of the main office or place of business (if you are not a registered company).
  • the country in which the highest UK parent company is located (England/Wales, Scotland or Northern Ireland)
  • details of three contacts - a primary and a secondary contact, and a senior officer of the organisation.

The system will then ask you to:

  • provide a list of all your organisation's HHMs settled on the half hourly market; and
  • enter the volume of electricity you consumed through all HHMs, including any

Automatic Meter Reading (AMR) meters.

If you consumed 3,000 MWh or more in the qualification year, you must disclose your total annual consumption of half hourly electricity during the period, including AMR meters (ie settled and non-settled consumption)..

If you consumed less than 3,000 MWh in the qualification year, you will need to make a simple "Yes/No" declaration using the online form and you do not need to provide any consumption data.
